I have a competition in my area and the winner gets to brew a batch at madhouse brewery. So I was just wondering what hops and yeast you guys would use in a english pale? Also any other tips that might be helpful.

If I may, consult the bjcp site and read up, also byo has several great articles on this. Will you use dry yeast or liquid? On hops, by all means only EKG and Fuggles will be necessary, no dry hop. I would use a 50-50 mix of each for bittering flavor and aroma.
on yeast, Danstar windsor for dry, white labs 005 or 006 would be correct, wyeast 1968 or 1318.
Also to be honest if you do all grain pale ale malt is a must, not pale malt, but PALE ALE MALT. Infact your total grain bill should be Just pale ale malt and carmel malt.

How about maris otter and what about these 2 yeast?
White Labs WLP023 Burton ale
Wyeast 1945 NB NeoBritain
I just left the bjcp site not to long ago lots of good info there also.

I have used o23 in the past, its quite good, but in recent times it has not been available locally so I have neglected to mention it, infact if you can get it thats likely the best choice, I also suggest recycling it.
On 1945 I have never used it but I think it might finish dryer than wanted.
Adjuncts, if you can find a little treacle or lyles golden syrup, that would make it super authentic IMO!

Thank you dnfd I order everything online so everything is available. I have 2 pounds of simcoe and a half pound of Amarillo right now im actually just about to brew an American pale in just a few minutes and then im going to try and get the english version down the next few brew sessions.

Maris otter and 5-10% crystal is a good starting point for a grain bill. EKG, fuggles, and challenger are all good hops to use.
I just brewed two similar recipes and fermented one with WLP-023 and WLP-002. Not a fan of WLP-023. WLP-002, on the other hand, is killer.

Longshot is right on the money. You might like to try the 'Wyeast 1469 West Yorkshire Ale. That's been my personal favorite English strain. Also, a key ingredient is time. Make sure you allow the beer to sit around long enough for the malt character to come forward a bit. I live in England and I don't find that too many of the cutting edge brewerys out here use EKG because it's a bit too flavorless and boring. They're currently leaning a little towards Progress, Pioneer, Cascade, Firts Gold, Challenger, Target, and Fuggles in the ordinary bitters. I really like Target as a flavor hop addition because it has a chocolate malt flavor. Good luck with the brew.

ekg flavorless???? What? I just dont get that at all, it provides great earthy flavor........I guess like cascade is a pedestrian hop over here, EKG over here is just diffrent for the American palate. I would full on use a mix of ekg and fuggles for the hops, maybe bitter with challenger but for sure ekg and fuggles for the rest.

Ya, the Sam Adams deconstructed (single hop with EKG) was nice. Where's my notes?...
Aroma: perfumy. Floral but not as resiny as Hallertau.
Flavor: Mild floral. Slightly herbal finish. White-wine like flavors. Tongue coating bitterness, but not as dry as Hallertau.
anyhoo, I'd do mostly MO, Crystal 30. EKG bittering & flavor. Fuggles Flavor & Aroma.
