Is there a problem with putting my CO2 tank on its side next to the fridge?

Yes, you'll get liquid out rather than gas. At least until it gets to the half way point. Your regulator can't handle that either.

Hmm... never thought about that. Permanent damage to the regulator?

Keep the regulator up at the highest point, over the bottle.

After seeing what liquid CO2 can do (from paintball) there's no way I'd risk getting it into any of my kegging equipment.

And for Hod's sake, never run your propane tank in anything but the upright position...
